The Joint GOI-UN System Education Programme, launched in 1998 in Andhra Pradesh,
Bihar, Orissa, Rajasthan, Karnataka, Maharashtra, Uttar Pradesh and Madhya Pradesh, has
made varying degrees of progress in different states. Some states have successfully
introduced innovative methods and local variations. An example is the Nalli Kali (Joyful
Learning) system in Karnataka. On the other hand, states like Uttar Pradesh and Orissa
have made only a beginning, due to a shift in the project areas and also due to the
super-cyclone in the latter. The following is a review of the development in the eight
states, highlighting both the positive trends and the areas that require attention.
