United Nations Disaster Management Team (UNDMT)
The primary purpose of the UNDMT is to plan and coordinate its members' action in support to the government in response to natural disasters, and long term risk reduction. The actions of the UNDMT are organized in support of government action, and to complement and strengthen those of non-government agencies.
 
The UNDMT is an inter-agency team working to strengthen disaster preparedness, response and risk reduction of the UN in support of the Government of India. The team is currently chaired by UNDP in New Delhi. Currently the convener-ship of the UNDMT in India is with UNICEF in New Delhi.  Click here for more information.
The Operations Management Team in India (OMT)
The OMT provides guidance, recommendations and management support to the United Nations Country Team (UNCT) on operational matters of common interest and concern. The members of the OMT are the senior Operations/Administrative Managers of each resident Agency. The OMT may also co-opt other staff members from the participating agencies to serve as members of the OMT or as members of specific technical task forces. Harmonized Approach to Cash Transfers (HACT)

A Harmonized Approach to Cash Transfers to Implementing Partners (HACT) was launched in April 2005. The HACT shifts the management of cash transfers from a system of rigid controls to a risk management approach. It aims to:
 
• Reduce transaction costs pertaining to the country programmes of the ExCom agencies by simplifying and harmonizing rules and procedures;
• Strengthen the capacity of implementing partners to effectively manage resources;
• Help manage risks related to the management of funds and increase overall effectiveness.

United Nations Pandemic Preparedness

Influenza is a viral infection of the upper respiratory tract, which is unique that if affects people in annual outbreaks and returns cyclically to cause major global outbreaks.

 

The world was on a high alert for a pandemic(global outbreak)of influenza ever since 2003 ; the heightened concerns of an imminent pandemic stemmed from the unprecedented outbreak of Avian Influenza (Bird Flu) caused by a new virus subtype H5N1 in Asia, Middle East, Europe and Africa and its ability to jump species to infect human beings.

 

Even as preparedness measures for a potential avian flu pandemic were in full swing across the world, another novel influenza virus H1N1 originated in Mexico in March/April 2009. The novel virus has since then, spread to 178 countries across the world. The WHO has raised the pandemic alert level to Phase 6 which means that a pandemic is under way.

 

The UN is committed to ensuring pandemic influenza preparedness in the staff as well as supporting national governments in their efforts to control Avian and Human Influenza.

 

The UN India Pandemic Contingency Plan (2009) for the staff is a compilation of the mechanisms of organizational control, action plans by different UN agencies, Medical plan, Communication plan, Security plan, staff responsibilities, logistics plan and the critical services plan for different phases of a pandemic.

UN Cares
A joint UN response on HIV/AIDS in the UN workplace, led by the ILO started in December 2003. The Project aimed to educate UN staff on basics of HIV/AIDS, enhance the knowledge on UN workplace policy on HIV/AIDS and services availability related to HIV. UN Cares, the UN system-wide workplace programme on HIV, was launched in May 2008 by the Secretary General, UN CARES PUTS POLICY INTO PRACTICE AND INCREASES PROGRAMME EFFECTIVENESS BY “DELIVERING AS ONE” a unified, coherent workplace programme on HIV. Security Management Team
 
The Security Management Team (SMT) comprises of Heads of all UN Agencies, Programmes and Funds in the country. Under the overall authority of the Secretary General, through the Under-Secretary General for Safety and Security and the Designated Official in the country, the SMT has a collective responsibility for reviewing the security situation in the country and ensuring the safety and security of UN personnel and their dependents. The SMT has to ensure that there are functioning and effective security and contingency plans for all UN locations and staff and their dependents throughout the country. The SMT is also responsible for the establishment and compliance with of minimum operating security standards and minimum residential standards, based on a credible threat and risk assessment at all locations where UN personnel and their dependents are present.
