Background

  1. The Janshala (GOI-UN System Education) Programme, a five year (1998-1002) Community
    Based Primary Education Programme has been launched in the four districts of Andhra Pradesh, Hyderabad, Krishna, East Godavari and West Godavari. Of the 167 mandals in these four districts, the Programme covers 32 selected mandals only. The Programme covers 1330 villages/habitations, 1802 primary schools and 4340 teachers. The number of children in primary schools in these mandals is 1,88,276.
  2. After conducting household surveys in the 32 mandals and 139 urban slums in Hyderabad, habitation level education plans were prepared which were then consolidated into Mandal and District Plans in 1997. Key personnel were posted in these districts in 1997 itself. However, the Programme did not receive adequate attention during 1998-99. Since late 1999, however, there has been vigorous implementation and monitoring of the Programme.
  3. Against a total project cost of Rs. 15.47 crore (excluding a state contribution of Rs. 2.73 crore), the total expenditure till 31 January, 2000 (excluding UNICEF supplies), was Rs. 84 lakh. The Annual Work Plan (AWP) 1999-2000 envisaged a total expenditure of Rs. 2.74 crore.

Major Programme Activities Completed

Hyderabad City

  • Translation and publication of the project document in Telugu and Urdu.
  • Orientation workshop for the project personnel.
  • Micro-planning has been completed and habitation plans have been prepared.
  • All Headmasters (HMs) have been given management training.
  • DRGs (District Resource Groups), MRGs (Mandal Resource Groups) have been given training on enrolment and MGT (Multigrade Teaching) issues.
  • Training of Anganwadi Workers (AWWs) have been conducted.

East Godavari /West Godavari /Krishna Districts

  • School complex maps and mandal maps have been prepared.
  • Training of School Complex Resource Persons (SCRPs) in Integrated Tribal Development Agency (ITDA) areas has been conducted.
  • TLM has been supplied to ICDS centres. AWWs have been trained.
  • An orientation workshop has been conducted for all HMs.
  • A training programme has been successfully completed on enrolment, retention, MGT, child labour and community mobilisation for DRGs/MRGs—Teacher training has been initiated.
  • Workshops conducted for TLM preparation.
  • A household survey was conducted and habitation plans have been prepared.
  • Mandal Resource Centres (MRCs) have been established.

Looking Ahead

  • There is a need for suitable interventions for education of children of families which migrate, e.g. seasonal hostels and condensed course strategies are also required for wage earning child labour and elder (above 9 years) children.
  • Greater delegation of powers to the mandal level would be necessary. Also there is a need for greater mandal specificity in project implementation.

Other Activities

A few activities were also conducted in the project mandals as a part of the state wide activities in primary education. These include: (i) Constitution of School Educational Committees, Panchayat Educational Committees, Mandal Educational Committees and District Educational Committees; (ii) A one-day Orientation Programme for School Committee Chairpersons and members. Regional Sadassu (Convention of School Committee Chairpersons) was addressed by Hon’ble Chief Minister; (iii) Conduct of meetings for School Committee Chairpersons, NGOs, Mandal and Zilla Panchayat members, etc., on Education For All (EFA) at mandal and district levels; and (iv) conduct of Summer School Camps during May-June 1999 for out-of-school children and non-starters of 6-8 years age group for 40 days.

Activities at State Level

  • Monthly review meetings with APCs are being conducted regularly by State Project Director, DPEP and the Special Project Director, Janshala;
  • A 7-day state level training programme was conducted for District Resource Group (DRG; a group of resource persons at district level under the programme) on innate abilities of children and a general orientation programme from 19-25 January, 2000.
  • A 3-day training programme for Head Masters (HM) on School Management was given at the state level to a core group of three persons from each district, who in turn trained all HMs in batches at district level in all the four districts.
  • A 3-day training on ECE was given to the identified personnel from each district. This will be followed by training at district level to all MRPs and supervisors of Anganwadi Centres.
  • A 3-day orientation, on the recently introduced text books during the academic year 1999-2000, was conducted from 8 March, 2000. All teachers handling these text books will be given similar orientation at both mandal and district levels.
